In the 18th century women wore 'bathing gowns,' which, because of the prudish modesty of the time, did not show any skin at all. Infact these gowns had weights sewed into the bottom to make sure that the water wouldn't bring the long skirt over the wearer's head. Swimming in these was impossible and there purpose was to allow ladies to walk around shallow water.

By the turn of the century it was still not acceptable to show much and often, especially in England, guys and girls swam at different beaches or at different hours.
